States are increasingly providing Medicaid benefits through private managed care plans as opposed to fee-for-service Medicaid. Following this trend, more states are providing Medicaid long-term services and supports for seniors via managed care. Under capitation, managed care plans have financial incentives to provide long-term services and supports more efficiently but could also underprovide care. However, empirical evidence on the effects of Medicaid managed care on seniors’ long-term services and supports use is very limited. Hear Yang present research on  Medicaid policy change in Minnesota, which shifted more financial responsibility for home and community-based services (HCBS) to private managed care plans.
